Our Social Spaces: public and private balance in a state housing community

My thesis is looking at the balance between the public, private and communal spaces in Arlington Apartment, a Wellington City Council owned and operated housing complex. With over 450 tenants, across 3.17 acres of prime Wellington City real estate, Arlington is a unique, maze-like living environment. I am focused on giving people the opportunity to share outdoor space with their neighbors, establishing a social sense of community, and reducing isolation by integrating the site into the surrounding city. How can I design a state housing complex which gives residents the facilities they need, the space they require, and the safe and happy living environment they deserve?
